That Means a wage earner could pay As much As $3,924 in social Security taxes this year an increase of about $319 from 1989. Moynihan has argued that inc payroll tax should be reduced because mounting surpluses in social Security Trust funds Are being Uscila to offset Large budget deficits instead of being put away for future retirement benefits. On Friday a Republican in the House rep. John por Ter of Illinois introduced his own proposal for preventing surplus social Security taxes from being used to reduce the Federal deficit. He said that unlike Moynihan s proposal it would protect retirees without playing tax Cut poli tics with the social Security  Porter s plan which is being promoted by House Republican whip Newt Gingrich of Georgia would return the surplus proportionately to workers whose taxes created it. They would not receive tax cuts or refunds however.
