West Germany a Gerald Cardinal is faced with a dilemma that involves two of the most valued commodities and volatile issues at military bases today space and child care. Its a dilemma that has turned into a huge headache for Cardinal the base s acting morale Ana recreation chief. And Many Ramstein parents Are angry with each of the possible solutions. Space is tight at Ramstein. And 210 youngsters Ages 6 weeks to 5 years old. Arc on the waiting list at the bases child development Center for regular daily Day care. To ease the Strain on space and child care operations the bases morale welfare and recreation mar Agency under Cardinal has developed a three part plan. As proposed it would attempt to make the most out of the space available for a variety of children a activities. It also would create a total of 165 More slots in structured Day care programs for preschool and school age children. But the proposal has drawn fire from two sets of parents those whose children Ages 8 to 12, attend programs at the child development Center before and after school. And those whose school age youngsters rely on the american youth activities facility As a drop in Center after school. About 75 parents showed up at the Aya on Ramstein to protest during a heated two hour meeting Friday. Another meeting has been set for 6 30 pm March 9. A this is an emotional Issue. Not everyone of you is going to be Happy a Cardinal told the group. Under the plan the Aya would serve As a site for a supervised activity program for 90 children Ages 8 to 12 before and after school. The program which would Cost $10 to $45 per week would expand an existing offering for 30 children at the child development Center. By moving older children out of the Center the proposal would create 105 new slots there for younger children. But it would displace other children Ages 8 to 12 who drop in at the Aya after school and have Little  youngsters who pay an $18 annual membership fee would have to use another building As their base of after school activities unless they join the More structured program. Debbie Shick the child development Center director said her facility was never designed for a before and after school program. A the Aya is taking Over a program they should have already had a she said. Parents on both sides of the Issue dislike the plan because their children will he moved from one location to another. And others said the displaced children would have to make a longer Punsti Pervise walk along and across Busy streets to a new drop in Center. The new drop in Center would be the Midnight Star a teen Center that has seen Little use on weekdays. If it replaces the Aya As a drop in Center teens would Only be Able to use the Midnight Star on weekends. The revamped programs originally scheduled to Start March 5, have been put off to give the Community time to respond. The delay also will allow mar officials time to review their options. The plan was drawn up in response to complaints that youngsters received too Little supervision at the Aya after school said Ken Wierleski the Aya program director. The pay increases resulted from november a military child care act that directed the Pentagon to increase compensation of workers directly involved in child care. The act requires the defense department to pay for the wage increases and it prohibits centers from raising fees to cover the pay hikes.
