European Stars and Stripes (Newspaper) - March 10, 1990, Darmstadt, Hesse The stars and Stripe Sann Landers dear Ann Landers i want to comment on the letter from the Reader who witnessed a child being screamed at in a store. My sister recently had a bad experience along these lines. While she was shopping her 4-Ycar-old son saw a toy he liked and begged for it. She told him Quot no you have enough when they reached the checkout counter the boy began to scream louder than Ever. A a Mary lost her patience and gave him a swat on the behind through his Winter coat. He stopped Yelling at once. Two elderly women must have witnessed this scene because As Mary Learned later they approached the boys older sister and asked if that was her Mother what her name was and what Street they lived on. My Niece was not old enough to be prudent and she gave them the information. Later that Day Mary received a Call from the child abuse authorities. The following morning she was visited by a social worker. Now my sister has a record on file and she is a wreck worried sick that she May lose her children. Must parents Stop disciplining children for fear of being reported As child abusers by strangers please respond in the paper. In a sure this is a problem that troubles other parents As Well. A Louisville headache dear Louisville some authorities say that when we hit children we teach them violence. Others say it is not Only acceptable but essential to give a youngster under 5 years of age a swat on the rear when it is imperative that he or she get the message at once. The Best Rule is this one never hit a child because you Are angry. This is where most parents fail. A swat on the Bottom should be used sparingly and Only when the child is in danger. Your sister hit her son because she was irritated and lost control. This is not an example of acceptable parenting. Unfortunately some Well meaning or not so Well meaning Butti skies report parents who Are a Little too firm but certainly not abusive. Dear Ann Landers can you stand one More letter in response to the teen Ager who was angry with her parents because they moved in the Middle of the school year and she had to leave the school and friends that she loved the same thing happened to me 56 years ago i am now 72and it turned out to be the Best thing that Ever happened. My father a protestant minister was transferred in the Middle of the school year. I was 16, the Captain of the volleyball team clarinet soloist in the High school symphony and on the staff of the school newspaper. It was the Middle of my Junior year. Of course i was upset and i wanted to graduate with my friends. The solution was simple. My father said if i could find free room and Board in a Nice place i could stay behind. With the help of a teacher and some friends i became a a a maid in the Home of a Young couple with an 8-Ycar-old boy. They gave me a bedroom in the attic. Every Day i prepared breakfast for the family. Siciu of turned from school i helped prepare supper Ana i baby sat when the folks wanted to go out. T was a great solution. I graduated with my friends it More important i Learned what work was like. A ., Pensacola Fla. Dear Forshark Infine Compromise everybody profited. Thanks Page 11 letters writer says satellite dish ads misleading since last summer i have read advertisements in the stars and stripes for satellite dishes. Since we do not receive an where we live we decided to Purchase a dish in August primarily so that we could watch movies in English. I was informed that via Astra i would be Able to receive sky movies. Having owned a dish in the states i inquired about the possibility of stations being scrambled. I was informed that that did not appear to be a problem and even if they did decoders would be made available to us. As of february sky movies have been scrambled. The distributors of these dishes who Are still advertising in stripes cannot provide decoders. We wrote to England for information on How to obtain a decoder and have been informed that decoders Are not available to us Here in Germany nor Are retailers authorized to use these channels in their advertising. There Are a number of questions that seem to need answering 1. How can these advertisers be allowed to utilize government facilities to sell a product that they cannot provide All required support for 2. Why Are they allowed to use sky television program information in their advertisements when it is not authorized 3. Why done to the advertisements advise prospective buyers of the upcoming scrambling problems done to truth in advertising Laws apply Over Here a few recent ads have alluded to the possibility of scrambling but Haven to informed the buyer of the no availability of decoders. 4. These distributors appear to be government sponsored operations utilizing government facilities and should be liable for their actions. I believe All distributors should be required to immediately place full Page announcements in stripes stating that they cannot provide decoders for scrambled channels provide those channels they arc authorized to list that have indicated they will scramble and remove All references to sky television unless authorized to use their name. It appears obvious that these distributors have from the beginning engaged in a Campaign of deceiving the Public and have sold satellite dishes to unsuspecting people who now own a product that they cannot fully use As advertised. I also feel that they should be required to inform the Public of what actions they Are taking to resolve this situation. I believe this matter requires immediate attention and Hope that you will see fit to inform the Public through your letters to the editor or by whatever Means you feel appropriate to prevent any More unsuspecting individuals from purchasing a dish Only to find out they will not be Able to get everything As currently advertised. If any Reader can help clarify the matter we would like to hear from you. A co explains spouse preference hiring i am writing this letter in Hopes that you can clarify and justify a policy that is in a 215-3, non appropriated fund activities personnel policies and procedures. Recently within the command a soldiers wife went to the local civilian personnel office co Here at Peden Barracks in Wertheim to apply for a position within the non appropriated fund system. She attempted to use the a spouse preferences clause in the regulation so she would have priority for employment Over non spouses. She was denied spouse preference because she was not married to her husband sponsor when he received orders for Germany. He took leave went Home to get married and brought her Over. They Are currently serving a command sponsored tour which gives them All of the other benefits associated except this one. When i inquired about a possible exception to policy i was told that there is none. I request your assistance in explaining the need for such a clause and Why this spouse should not be offered the same Opportunity for employment As All other command sponsored spouses within this command. The preference applies Only in the geographic area of the permanent duty station of the military sponsor. Inasmuch As the spouse is entitled to the preference in each geographic area to which the sponsor moves under permanent change of station pcs orders Dod requires the spouse to establish eligibility by providing the employing office with a copy of the sponsors pcs orders. They will show that the spouse travelled with the sponsor to the new duty station and is therefore entitled to receive the employment preference. A spouse acquired by a military sponsor subsequent to his or her pcs did not accompany the military sponsor to the new duty station on pcs orders and cannot therefore establish entitlement to spouse preference.
