Anyone with a Grade school aged child understands How ridiculous it is to expect them to sit still and quiet for a 45-minute bus ride twice a Day for an entire school year bus monitors should be Able to Stop problems without resorting to suspensions. If they must give written warnings they should be for excessive and or continual problems like not sitting Down throwing things or creating any unsafe situation. We View the provision of school bus transportation services As a privilege that is made available to families whose children attend our Rhein main schools. Families in order for that privilege to be made available to them have responsibilities that they must fulfil. Specifically a parents Are required to Register their children for bus transportation services. _ a children Are required to comply with the established a rules of conduct on school buses Quot which forbid students standing or walking while the bus is in motion projecting body parts from the windows of the bus using profanity smoking or using matches possessing alcohol or other controlled substances inflicting harm on other passengers etc., and which require students to comply with the requests of the Hus Driver or Monitor regarding safety or orderly conduct. A sponsors Are required to serve As bus monitors on a rotating basis when this installation s assessment of Security conditions or student misconduct indicates a need for adult supervision on the buses. Failure to comply with any of these requirements results in the forfeiture of bus transportation privileges. Our bus monitors Are authorized to respond to incidents of student misconduct by providing Oral direction completing a written incident report form requesting disciplinary action transporting students to the base motor Pool for disciplinary action or requesting the assistance of the Security police at the Gates to the base. Monitors Are directed to avoid the use of physical Force in maintaining discipline unless someone s physical safety is in jeopardy. Although the Ideal is for the bus Driver or Monitor to resolve student misconduct As soon As it occurs we must realize that sponsors tasked to serve As monitors Are not trained disciplinarians. Their monitoring skills differ dramatically from person to person in terms of philosophy and effectiveness. Children Are also remarkably different. Some respond Well to Oral direction others display a total Lack of respect for authority. The Only resource available to us for dealing with students who fail to conduct themselves in an acceptable manner and with sponsors who fail to fulfil their bus monitoring duties is to withdraw Hus transportation privileges even though this action invariably imposes a hardship on the family. Based on feedback we receive from the Community most people feel that the system is too strict for their own families and too lenient for everyone else s families. Based on a comparison of the number of suspensions issued at Rhein main this school year with the number of suspensions issued at other installations we have concluded that we have probably been too lenient so we Are taking a harder line approach in holding students and sponsors accountable for compliance with the requirements described above.
