For example 55 percent of a raters technical sergeants Are expected to receive the top score of five meaning they Are ready for immediate promotion. Thirty five percent should get a four signifying they Are ready for promotion. Five percent should be awarded a three meaning they Are satisfactory performers who should be considered for promotion. The air Force has built a margin of 5 percent into the Chart so that raters done to feel locked into the formulas provided for each Grade. A the expectation Chart is not a quota a Binnicker said.
