But Schneider still is a step ahead promoting the re structuring of . Defense forces to provide for what she Calls american Quot eco Security Quot in the face of new environmental threats. The United states must prepare to defend itself against threats posed by a growing population in a world with shrinking resources Schneider says. The threats will arise she says As soil erodes and deserts creep into once Fertile regions triggering famines. Quot hungry people Cross Borders. You get regional conflict. We need rapid deployment forces for deserts and the tropics a says Schneider. Providing Quot eco Security will require a Complete reassessment of our National defense strategy she says. File rep. Claudine Schneider is a Leader in the fight for Energy efficiency. Schneider a Republican has been a staunch environmental crusader throughout her career. She has introduced legislation on such disparate environmental issues As global warming the loss of tropical forests the destruction of the stratospheric Ozone layer Ocean dumping Oil spills and hazardous wastes. Bills she has introduced to ban Ocean dumping encourage Energy efficiency by utilities and set Energy standards for Home appliances have become Law. On March 17, the National wildlife federation gave her its 1989 National conservation achievement award for legislation recognizing her Quot outstanding leadership on a variety of conservation and environmental  she now is lobbying the environmental Protection Agency to Institute a waste end fee that would encourage Industry to Recycle its wastes rather than dump them. Quot we have the technology to Recycle 75 percent of our waste a she says. A the question is Why Aren t we doing it Quot As the United states prepares to celebrate the 20th anniversary of Earth Day on april 22, Congress suddenly is brimming with ideas to help the environment Schneider says. Quot there Are a dozen different approaches Quot she says. Legislators Are considering Bills to provide for the planting of Trees in cities encourage Energy efficiency direct the world Bank to promote conservation and double the budget of the United nations family planning program. Quot i think we re going to see More environmental programs focusing on International  the focus of legislation in the 1990s will shift from controlling pollution to preventing it through such measures As encouraging Energy efficiency she predicts. A pollution prevention pays Quot she says. Quot least Cost Energy is our Promise for the future for Domestic and foreign  so called Quot least Cost Utility planning Quot encourages utilities to choose the most economical alternatives in providing new sources of Energy. It turns out Schneider says that improving Energy efficiency a freeing wasted Energy for new uses a usually is cheaper than building new Power plants. At the same time boosting efficiency cuts emissions of Carbon and Fulfur dioxide responsible for global warming and acid rain Quot it s a win win situation Quot she says. Schneider developed her ideas on eco Security when she was asked recently to speak to a group of new York businessmen on the possible uses of the Quot peace dividend Quot arising from defense cutbacks As East West tensions subside. Quot i said there s another dynamic we should be thinking of. Eighty three percent of the world s population growth by 2010 will be in China and the tropics. The resource base is limited. Certainly a piece of the National Security picture for the future must take population into  Schneider made her name in her Home state in 1973 As the founder of the Rhode Island committee on Energy a group that opposed and eventually halted construction of a nuclear Plant in Charlestown . From 1973 to 1978 she was founder and executive director of the conservation Law foundation formed to represent citizens in environmental disputes. In 1977, she became Federal coordinator of the Rhode Island coastal zone management program. She has travelled to wilderness areas in Madagascar and new Guinea and has penetrated deeper into the Amazon than any . Government official since Theodore Roosevelt. As part of a Public information Campaign Schneider soon will have her Capitol Hill office outfitted with the latest in Energy efficiency lighting including compact fluorescent bulbs that screw into Ordinary incandescent bulb sockets providing just As much Light using one fourth the Energy. Quot my frustration As a member of the science and technology committee for the past 10 years has been to witness the development of these technologies and seeing we do not have a Good Means As a government to get the information out Quot she says.
