In addition the department of housing and Urban affairs is permitting residents of subsidized housing to accept census jobs without the extra income causing their rent to go up. Similar rulings now apply to recipients of food Stamps and other Public assistance. Hiring census takers is a particular problem in areas with Low unemployment. Where necessary the Bureau will hire people from neighbouring communities to conduct the count. But for a variety of reasons it prefers relying on local residents.
