I read your column every Day and was stunned by the letter from the woman who had carried on with her Boss for 40 years. I. The current plans for defense reduction Are so out of touch with reality and the scope of genuine military necessity that its frightening. So frightening in fact that the futility of these proposals is rivalled Only by the current misguided goals of Many present military leaders. If these current trends continue unchecked today a peacetime military will soon find itself ill suited for actual combat. Yes there is a definite need for substantial cutbacks in military spending. However the Way to attain these results is not through cutting army divisions Here and fighter wings there. These types of eliminations May get positive press coverage for their initiators yet they Only result in minor Dollar savings relative to the drastic number of a trigger pullers that will be sacrificed. Instead the fat on the military budget needs to be trimmed from the almost intangible bureaucratic and civilian labor infrastructure and not from the trenches. To put it simply if someone receives a monthly paycheck from the department of defense yet they re not deployable get rid of them. Its time for policy makers to make the Tough Choice of effectively cutting unnecessary fixed costs and overhead within the military without needlessly cutting the amount of troops or bombers we could deploy into Battle. Our current a tooth to Tail ratio based on the total number of support personnel needed to Field one combat troop is an embarrassment. Its an embarrassment that can Only be reformed through the decisions of military and non military administrators. Decisions which cannot be influenced or clouded by powerful constituents or personal interest and aspirations. These decisions must be made objectively and must be in keeping with the True Mission of the Overall military. As far As the goals of Many of our present military leaders this is another area of serious concern. Today a milita7 and military leaders have become so caught up with automation useless statistics and Public image that we be lost the real vision of our intended purpose. I glance around my office and see expensive computer plotters and printers yet i can to relate this equipment to combat readiness or Victory on the Battlefield. The concern for creating the image of the army As a professional employment Agency has severely diluted our ability to fight. This is directly related to the problem that although the defense business is no place for a it i Ticiano there Are few leaders who make decisions it ased on the Good of the Overall military rather than etting their decisions be influenced by personal career interests. Its a shameful environment when decisions Are made that weigh possible career backlash More heavily than the needs of the troops. The Bottom line is that the military has grown into an organization riddled with unnecessary civilian bureaucracy and incompetent politically minded leaders. If effective defense spending cuts Are to be made we must take a step Back and objectively re examine the Cut and dried purpose of the military. To the displeasure of the politicians and Media the potential and capability of an effective military is not pretty. The military can to be tied with a Pink ribbon and be marketed like a children a toy. To be successful our military must be completely devoted to the basics of total mobilization and unlimited response. This can Only be achieved by making cuts in the real waste of the defense budget through honest re evaluation of the military a goal As a whole. I recently made a comparison Between cafes and the French econ mat in Speyer for evian bottled water and discovered a significant difference in the prices As Well As the service. Currently cafes charges $9.25 for a Case of 12 one liter bottles which Are not returnable to cafes. The econ mat charges 2.50 francs for each one liter bottle. This is about $5.45 for the same 12-bottle cases for which cafes charges $9.25. There is an additional charge of 1.40 francs for each returnable bottle and 12 francs for each Case which is refundable exchangeable each time you Purchase additional water a Ana they do take the bottles in return. Why is cafes charging $3.78 More per Case of evian water they will not accept or sell returnable bottles because they supposedly done to have the storage space nor will the distributor pick up the empty cases.
