Baker said thursday that it would be premature now for the United states to give Cash Aid to the soviet Union to help its sickly Economy. Instead he suggested that the major industrialized nations at an economic Summit in Houston next month consider guidelines for financial assistance for the soviet Union. Western european leaders on wednesday agreed in principle to Aid the soviet Union but have not considered specific proposals or amounts and some analysts have suggested trading such Aid for soviet military cutbacks. West Germany already is guaranteeing Loans to the soviet Union. Baker spoke at a White House briefing to set the stage for a 16-nation nato Summit in London next week and the seven nation economic gathering in Houston the following week. At his briefing Baker said nato should stick with its decades old policy of threatening to fire nuclear weapons first in response to a major soviet attack with conventional weapons. Though this so called a flexible response strategy May be discussed a i would suspect that there wont be any change a Baker said.
