The plans have minor differences but All contain the same Basic provisions. Defense department officials emphasize that any benefits approved by Congress will apply Only to those personnel forced out of the military. The biggest and most costly initiative is extending Severance pay to enlisted personnel. It s the showpiece of All four proposals. The Pentagon plan would give Severance pay to anyone with More than five years of service in pay grades e-3 through 0-5 and would lift the $30,000 Cap for officers. The Lump sum payments would Range from $5,773 for an e-3 with five years of service to $83,514 for an 0-5 with Between 18 and 20 years of service. Christopher Jehn the Pentagon manpower chief recently told lawmakers that the enlisted Severance pay provision should be permanent but that the five year service minimum should apply Only to those who Are in uniform when it goes into effect. A those service members coming on Board after enactment of these changes however must have seven years of continuous service to qualify for separation pay Quot he said. I Slattery agrees with the five year Ruth Crbut his plan offers no specific Dollar amounts for Severance pay. It would raise the Cap to $60,000 rather than remove it completely. Under proposed pay tables Slattery a plan would Cap the pay at that level for officers in Grade 0-3 with 17 or More years of service those in Grade 0-4 with 16 or More years and those in Grade 0-5 with 15 or More years. Mccain a Bill would eliminate the Cap but limit the pay to those with at least seven years of service. Byron s Bill would authorize Severance pay for anyone with six or More years and would a a Grandfather officers with More than five years of service who Are on Active duly now. Following is a rundown of the other highlights of the Pentagon plan along with provisions in the three congressional Bills that have been introduced unemployment compensation.
