She wanted to know More about sexual harassment. I told her that sexual harassment by a teacher or a Boss constitutes asking for dates making sexual jokes or comments inappropriate touching attempts to kiss or fondle or suggesting that sex will result in a promotion or a higher Grade. I Hope that it does not happen to anyone else. In january 1990, i was on Levy notified of a pending assignment for Germany. I had 21 years of service so at the Levy briefing i informed them that i would retire in april 1990 instead. Personnel at fort Sill okla., where i was stationed at the time informed me that it was too late for that because the 30-Day time Frame from Alert notification had expired. According to department of the army personnel come Alexandria va., i was alerted for Levy in september 1989. I was not alerted until january 1990. I took this problem to my Chain of command at fort Sill and they were very helpful. My unit commander wrote a letter requesting that i be deleted from Levy so that i could retire. My battalion commander added a letter requesting the same. The assistant commandant a brigadier general also wrote a letter of Strong approval of this request. The request was forwarded to training and doctrine come fort Monroe a. Department of the army concurred and requested that i be allowed to retire. This request was then forwarded to the commander personnel come Alexandria a. Personnel come received it on feb. 21. They did not respond to it until june 15. Per com said that the request was not favourably considered. They denied it and said that i would have to go to Germany for 24 months unaccompanied. I could not go accompanied because i did not have 36 months remaining on my enlistment. This request was disapproved by Brig. Gen. . Vollrath director of enlisted personnel management total army personnel Agency. I called the department of the army assignment Branch and requested that they change my Levy from Germany to Korea because Korea is Only a one year tour and one year unaccompanied is better than being separated from my family for two years. They said no because i was excess m my military occupational specially mos and Grade in Korea. So i followed orders and reported to Germany. I asked personnel in Usa eur if i could submit my retirement paperwork. They said yes but i would still have to server to station wants letters i am writing to solicit letters from Chicago area servicemen and women to be used in a lbs Channel 2 perspective. Evidently this is not True. I am Over strength army wide in my specially and Grade. I do not anticipate being promoted. This assignment has caused a hardship on my family. I own a Home in Lawton okla., and have a wife and three children. In this Day and age when the department of defense is forced to Cut Back on personnel personnel come in Alexandria va., refuses to let people who have served their country for More than to years retire. This is totally illogical. Also i would like to Point out that the department of the army could save millions of dollars every fiscal year by not sending personnel and their families to Europe. Between june and september every year the army sends soldiers their spouses children cars clothes and furniture to an already overcrowded Europe. Even now planes loaded with personnel and their families arrive at Rhein main Airport daily. Does personnel come watch the evening news every evening the news reports say that the United states is trying to reduce the number of troops in Europe. It is going to Cost a Fortune to Send All these families Back if troop reductions take place. Congress is trying to eliminate 130,000 personnel by september 1991 without causing a hardship on the Soldier. I would like to say that continuing to Send soldiers to Europe is causing the greatest hardship. I believe there Are More than 130,000 personnel who would gladly Volunteer to leave the service or retire if they were Only asked to do so.
