More military care could bring champs savings study says by Janet Howells Tierney Washington Bureau Washington a the military could save millions of dollars by expanding health care resources and treating More patients covered by the military a civilian health insurance a recent government report found. Staff shortages have caused most military hospitals to operate at less than half their full capacity general accounting office investigators said in the report. During fiscal 1988, military hospitals operated at about 45 percent capacity investigators said while at the same time 70 percent of champs costs were being incurred at nearby civilian facilities. Champs is the civilian health and medical program of the uniformed services. The government program covers private medical Bills for service members families and military retirees when military care is not available. The report estimated that champs care costs twice As much As that provided in military facilities. An increase in the champs Bill from about $1.4 billion in 1985 to about $2.5 billion in 1989 prompted Congress to request the investigation into the savings potential if military health care expanded to treat More patients. Officials assume that because military Hospital care is essentially free More eligible peo it be would seek health treatment in those facilities if it were available. For the study investigators focused on medical specially areas in six military hospitals that they estimated had the highest likelihood of savings. Psychiatry orthopaedics obstetrics and gynaecology were the areas studied although All the areas were not covered at each Hospital. Also considered were the Cost differences Between three different types of staffing military civilian government or contract personnel. While investigators found that civilian government workers were less costly to hire than the other two staff types they concluded that most hospitals would use a combination of personnel for civilian care in the areas near the six hospitals studied the defense department paid $37 million in 1988 for champs costs. That same care would have Cost an estimated $ 16 million to $ 19 million using the hospitals available capacity the study found saving the government from $18 million to $21 million.
