European Stars and Stripes (Newspaper) - October 12, 1990, Darmstadt, Hesse Friday october 12, 1990 the stars and Stripe Sann Landers dear Ann Landers i have read your column for years and like so Many others i never thought id Ever write to you. But something is bothering me and in a bet you know the answer. In a curious about the Law enforcement agencies that confiscate millions of dollars Worth of drugs. What do they do with it no doubt a few crooked cops Here and there help themselves to Small amounts but what do they do with All that cocaine and heroin and what about the cars and the Money the police confiscate in drug busts what happens to All those fabulous automobiles and All those millions of dollars in a sure a great Many others have wondered about this too. Please satisfy my curiosity. A an interested citizen i Vannuys dear interested thank you for asking. In be wondered about the same thing and your letter forced me to educate myself. According to Tina Vicini director of news affairs in the Chicago police department All drugs Are destroyed. If the court determines that the property was obtained through illegal Means it is taken Over. Cars in Good condition Are used by the police department. Confiscated items Are auctioned off and the proceeds along with any illegal Cash seized in a drug bust Are divided among the state and the Law enforcement agencies involved in the bust. The Money is used by the police for enforcement of drug Laws. This includes the Purchase of surveillance equipment radios rental cars paying informants and the Purchase of drugs during undercover operations. Dear Ann Landers i need to know if you consider this Normal behaviour. My former Fiance has a 65-Pound dog. He has had a a Clyde for several years and is very attached to him. A a bobs has always kept Clyde in the House. He slept in bobs bed and was allowed on the furniture. About a year ago Bob asked me and my three children to move in with him. He wanted us to be a real family. I told him i live in the same House with that dog. He Sheds something awful. In a not talking about a Little dog hair on the sofa. In a talking clumps and handfuls. We found a Nice House with a private Fence and Bob agreed to make Clyde an outside dog. But after we moved in it was either too Windy too Rainy too hot or too cold for Clyde and he became aggressively angry. He Tore the window screens trying to get in the House. He dug huge holes. I was furious when i found dog hair in the food on the counter tops everywhere. Needless to say the relationship began to fall apart. I tried talking quietly pleading and screaming. Finally i begged Bob to be reasonable. I desperately wanted our relationship to work but i did no to have a Chance. Clyde came first. Is it Normal for a Man in his 30s to choose a dog Over a Fiancee id like your opinion. It might make me feel better about having left him. Doggone fed up a a a Normal okla. Dear fed up considering the number of years Bob might have with Clyde and the life he could have had with you id say he made a bum Choice. You however came off Lucky. This Guy for the Long haul sounds like a mighty poor bet. C creators Syndicate the St an pulp is european edition circulation 170,000 col Gene e. Townsend Usan commander editor in chief it. Page 11 letters a emergency exit requirements clarified _ recently a letter appeared entitled a writer questions locked emergency the reply by the usar eur fire Marshall sounded More sympathetic than authoritative. He stated that a safety concern is raised Only it the required exit Width is not maintained. Generally this is a Correct statement however this is a situation that will exist Long before reaching the occupancy of 320 people even if there is an alternative exit. For the record Nipa 101 a life safety code National fire Protection association Standard 1988 edition is one of the most important guiding regulations for determining things such As a capacity of Means of the Basic concept is that the occupant Load Factor of the Structure determines its required exit Width. For a mercantile occupancies a the occupant Load is based on the assumed density of 30 Square feet of Gross sales floor area per person. To find the minimum Width of egress capacity the number of persons will then be multiplied by 0.2 to determine the total number of inches of exit needed. In the Case of the shop Pette in our Community its size is 3,916 Square feet. Divide this by 30 and you find that the occupancy Load Factor is about 130 people. If you multiply this by 0.2 it will appear that Only 26 inches of exit Width Are required. However the code states that in no Case shall the minimum exit Width be less than 36 inches. Except in existing buildings where the minimum Width shall not be less than 28 inches however All this analysing must be thrown out once the occupant Load exceeds 50 persons. At that Point a buildings exit capacity must be based on an a Assembly occupancy a which is defined As a place used for gathering together 50 or More persons. This Type of occupancy would then further be classified As a class cd meaning that it has an occupant Load of 50 or More but not greater than 300 persons. The requirement then becomes that at least two Means of egress must be provided giving Access to two separate and Independent exits in different directions. Once again the minimum widths previously stated must be adhered to. The fire marshal at least ended his reply by suggesting that the writer request an evaluation by the Community fire chief. In my Community it is not untypical for us to work together to address potential threats to life safety. We carry the same a a Bible Nipa 101 and feel qualified for our jobs if we did no to apply the important info it contains. As for the writers question about locked doors that Are marked with lighted exit signs Nipa 101 states that All required exits must be marked. The purpose of identifying exits in this Way is to protect life safety not to confuse individuals who might make a mistake. In fact when the possibility of making a mistake exists the same consideration that is Given to placing exit signs govern the placement of signs that read a not an anyone who reads this letter May help save lives by contacting their fire department if they suspect that there Are improper exiting facilities in their buildings. Safety is everyone a business. A Renee m. Russel supervisory architect a Schaffenburg Germany editors note a Byron Jones fire Protection specialist he Usa eur replies we want to thank the writer for her excellent comments pertaining to emergency exits. The writer is Correct in stating that the National fire Protection association Nipa life safety code is used in determining the capacity of the Means of egress. However some of the writers comments need clarification. The minimum Width of an exit route must be 36 inches As stated but the required Width of any exit door must be not less than 32 inches 28 inches in existing buildings. A building with an occupant Load of More than 50 persons does not automatically become an Assembly occupancy. The classification of occupancy depends on the use of the building. There is a requirement in the life safety code for All occupancies with some exceptions to have two exits. The exits shall be Remote from each other and so arranged As to minimize any possibility that More than one May be blocked by any one fire.
