In the town of Middelburg in the conservative dominated Transvaal province world today residents have voted to close All Public facilities rather than open them to All races. Other towns planned to charge fees higher than most Blacks can afford to restrict their use of Public amenities. Black leaders threatened strikes and Boycotts to protest the actions. A entry to Public facilities must be unconditional and free. What these councils Are planning is an illegal act of banditry a said Joe Kuna the Ancus Secretary in the Eastern Transvaal. He said the formation of vigilante groups to keep Blacks out would fail if people were determined to end discrimination and he appealed to Blacks to begin using the amenities. Parliament repealed the separate amenities act in june and gave communities until oct. 15 to comply. The governing National party had approved the act in 1953, five years after it came to Power on a platform advocating strict separation of the races. Since president . Schauble one of Chancellor Helmut Kohls closest aides was seriously injured late Friday by two bullets fired by a mentally disturbed gunman. Authorities also announced that they arrested a Man carrying a 9-Inch Metal file who tried to enter Schauble Hospital room Early monday. Rainer Knubben a spokesman for the Baden Wurt Temberg Interior ministry said the 31-year-old Man entered the Freiburg Hospital about 4 . Through a Side Entrance after telling a Doorman that he was delivering breakfast Rolls to the Hospital. The Man who was not identified asked two nurses for the Way to Schauble a room. They refused to Tell him and the Man returned to the Entrance and told the Doorman he wanted to deliver Schauble a breakfast. He was then seized by Security officials guarding the Hospital. They said he was conscious. Schauble had been taken off the Respirator on sunday when his condition was described As  i j condition apparently took a turn for the worse late sunday. A later medical bulletin said changes in his condition required further examination. The minister was then taken Back to neurosurgery and underwent a three hour operation. The medical bulletin gave no details about the operation but said it went smoothly. Schauble already underwent five hours on saturday when doctors removed a Bullet that had struck his spinal Cord. The second Bullet injured the night Side of his face. The mass circulation newspaper Bild said the right Side of the ministers face had been blown away and that he could remain paralysed from the Waist Down. Witnesses heard Schauble say immediately after the shooting that he had no feeling in his feet. The 48-year-old minister was shot during a Campaign appearance in the Southern German town of Oppeau. The bodyguard was injured in the Abdomen but was released from a Hospital on sunday
