A the City police chief was arrested in the mayors office thursday on Federal charges of embezzling at least $58,000 in police department funds Fri officials said. Mayor Thomas p. Ryan was present during police chief Gordon f. Urlacher a arrest the Fri said. Later in the Day Urlacher pleaded innocent to embezzling and mis applying Public funds a charge that carries a penalty of up to 10 years in prison and a $250,000 Fine. . District judge Michael Telesca released Urlacher on $50,000 bail. Urlacher and five other department employees were suspended with pay in connection with the ongoing investigation. The investigation began oct. 1 when the Fri was contacted by an employee in Urlacher a office who claimed to have helped the chief embezzle Money from the departments special investigation funds the criminal complaint filed against Urlacher said. Since july 1,1989, the employee who was not identified helped Urlacher embezzle $58,000, said the complaint. The special funds included Money intended for drug buys during undercover drug investigations. Fri special agent Paul Moskal said the amount of Money stolen May have been higher than $58,000. In setting bail Telesca barred Urlacher from leaving the area and from carrying a firearm. Telesca granted Tyler a request to bar Urlacher from any police department Contact during the continuing investigation by the Fri and the police department. Urlacher was ordered to return to Federal court Friday for the setting of a preliminary hearing. After his arraignment Urlacher would not comment on the charges.
