So you can see there is quite a bit of due process available to you. Now the second misconception you addressed that if the commander chooses not to assess Points then the military police have the authority to do so anyway. Military police can to assess Points Only suspending revoking authorities or the Usa eur vehicle registrar have that authority. The Usa eur vehicle registrar acts Only if the suspending authority indicates on the ticket that you were guilty of the offence but you were not assessed any Points. Since under Usa eur Reg 190-1 the Point system is mandatory the Usa eur vehicle registrar must assess the required Points. I Hope this information clarifies the Point assessment Issue for you.
