The nations most populous state is expected to gain As Many As seven House seats after the 1990 census and the new governor will share Power with the democratic controlled legislature in deciding the make up of the new congressional districts. Other closely watched gubernatorial campaigns Are in Texas where Republican Clayton Williams is in a close race with Democrat Ann Richards and Florida where late polls had former sen.
