A a a Reader says bund Estehr can help maps departure of . Forces from Home stations in Germany for participation in operation desert shield has resulted in a problem with providing soldiers to act As unit police up. Several bases and caverns throughout Germany will have All or most of their soldiers a cps Art ing leaving behind Only Small rear detachments. The rear detachment personnel will already be burdened by a their unit and family member care responsibilities and would be Overly burdened by trying to fulfil up duties As Well. Several communities Are investigating the possibility of hiring contract civilian guards to perform up duties. This could Cost the army millions of dollars and the communities would have to Transfer funds from other programs to cover this a financed requirement. My idea is to use German soldiers Frore the bundles Wehr to guard our caverns. Germany a Constitution prohibits deployment of combat forces outside its own Borders. German army troops Are therefore prohibited from direct participation in the deployment of Allied forces to the persian Gulf Region. The German people however Are receiving the benefits of a stabilized world situation and Oil prices kept in Check the result of Allied deployment to the Region. The German government could show its appreciation and Solidarity with its allies efforts by doing what it can to assist the forces remaining in Germany. Deployment of specific German army units to specific communities and caverns would facilitate command and control of the German soldiers acting As guards empty Barracks space could be used to House the visiting German soldiers. Interaction with remaining . Forces personnel on each of these bases would provide a Good Opportunity for interoperability training from the higher staff level All Down to the privates. Implementation of such a plan would require a great Deal of planning and coordination Between the american and German governments their Milit Aries and state departments. It might therefore encounter resistance by various staffs unwilling to work to implement it. But the amount of Money that could be saved by such a plan should be enough of a driving Force to help get it implemented. A a a a the direct costs of implementation would be Small consisting of the costs of transporting soldiers and equipment to the various caverns throughout the amen ican sectors. The salaries rations medical care and other employment costs for the German soldiers Are already being paid for by the German government. The savings on the other hand would he tremendous. For every German Soldier used As a up one less contract civilian guard would need to be hired. A capt. Thomas l. Mcclellan Lanau Germany a writer lists reasons for poor shield morale i want to address morale in desert shield. The prob Ichih has been addressed in the Media and commanders say there is no problem. Wrong the facts Are quite the contrary a the increase in number of incidences of Dis Cipione problems reported and unreported. The reasons Are Many but can be narrowed to a few prime ones. The first is the Lack of a real and published rotation policy or time Frame which a Soldier Sailor is Here. Next the Lack of ramp a service in theater or we Are working on that. Right a. The mail service has continued to be a major morale Factor and has not significantly changed in three months. The food a some units have a wide variety of meals others just have res or t rations which give the Soldier the idea no one really cares. Finally the commanders up in Headquarters Are out of real touch Wil the Soldier Sailor sweating and toiling in the desert. A flies May the truth but it is the perception. So As far As he a concerned its True. A chief warrant officer j Ronald Scott operation desert shield r a a a it s Nice to know people care Soldier says As a combat Soldier serving in the Middle East i feel America deserves a big thank you for her support of desert shield forces. In a a Veteran of 17 years of Active service and never before have i Felt such Strong support by the civilian Community. I think the american people care greatly about the sons and daughters serving on Active duty in the Gulf. Aside from family and Community support numerous organizations and businesses have contributed to Mak ing our stay in the Gulf a Little Morg pleasant. Its Nice to know America cares. It really does no Ike a difference to a Soldier like me. V. to perform my duties As dictated to me by my leaders if my Job requires sacrifice then so be it but this is not Blind allegiance just a Soldier doing his Job. To the people of America 1 give a big Salute. God bless you All. A staff sgt. Ray c. Wheeler operation desert shield. A negotiate Oil Deal with saudis writer says i have a suggestion to make. While the United states still has considerable leverage with the saudis and other Friendly Gulf arabs Why done to we negotiate a new two tiered Price Structure for Oil to take effect once the current crisis is resolved those countries that contributed troops to the Resolution of the conflict would pay lets say $15 a barrel. Those countries that did not like Germany and Japan would pay Between two and three times that amount. They were apparently prepared to accept prices at that level anyway so Why disappoint them in the Case of the uni Ted states reasonably priced Oil would go a Long Way toward easing our economic problems. It sounds Lair to me. A David Owen / a Vaihinger Germany Quot. European edition _ circulation 200,000a a a a col Gene e. Townsend Usan commander editor in chief it. Col Gayle w.
