The developments were the latest in a soviet crackdown on the Independence seeking Baltic republics. At least 19 people have been killed in clashes involving soviet forces since Jan. 13. The Baltic republics of Lithuania Latvia and Estonia were forcibly incorporated into the soviet Union in 1940. Each was Independent Between the two world wars. Lithuania created about 30 customs checkpoints after declaring Independence in March. They Are intended to prevent non lithuanians from taking scarce goods to other soviet republics. In the sunday night assault on the customs posts troops entered checkpoints near the byelorussian Border in medi Sinkai and Lavar Iskes villages 30 Miles South of Vilnius said the lithuanian government spokesman Audrius Azubalis. He said about 12 troops were wearing the distinctive Black berets of the soviet Interior ministry police Force. After warning the customs officers not to reopen the soviets withdrew he said. The Congress which accuses Siad Barre of widespread atrocities had rejected All medications saying it preferred ousting Siad Barre. On sunday Robles said the rebels next step would be to form Art interim government in route to transforming the one party state into a democracy.
