Apr an explosion and a fire levelled three buildings saturday killing one woman injuring 34 others and causing $2 million in damage the six alarm fire damaged a dozen other buildings Deputy state fire marshal Bob Thomas said. A tenant from one of the buildings 43-year-old Susan Monsoon was found dead under tons of rubble 12 hours after the 9 . Explosion. Rescue dogs helped search for Monsoon whose husband said she was trapped in the Kitchen of their first floor apartment when the three Story building collapsed Pon them. Fire officials said they think the explosion was caused by a propane leak at Rappo Seilis a sub shop which had been closed for two Days prior to reopening under new management. Thomas said several residents smelled Gas Friday night but failed to report it. The explosion levelled the shop a building housing two businesses and two apartments and a five unit apartment building. S. Buildings across the Street had windows blown out and some were lifted off their foundations by the Force Thomas said. Two people who were admitted for treatment of smoke inhalation were reported in stable condition saturday afternoon. The others were released. The Resolution will become Law tuesday without weickers signature. The shutdown which idled about 20,000 state workers whose jobs were not directly linked to Public safety and welfare was imposed by Weicker when the new budget year started july 1 without a spending plan in place. Connecticut residents fumed As 25 of the states 28 Parks were dosed. All 28 Parks Are to be open today. Connecticut was among several states without budgets sunday. Maine also endured a partial shutdown of state services. And in Pennsylvania thousands of state paychecks were no issued Friday. Maine lawmakers in Augusta approved a tentative budget plan saturday in the first step toward breaking a partisan impasse that shut Down Many government agencies last week. Budget negotiators struck a Deal for filling the last $32 million Hole in a two year $3.2 billion spending blueprint through mid-1993. Both houses of the democratic con trolled legislature approved the measure and sent it to Republican gov. John r. Mckernan who was expected to make a decision on the spending plan sunday evening. Mckernan and his gop allies have insisted on workers compensation changes to curb business insurance costs As a condition for accepting nearly $300 million in income sales and gasoline tax increases being counted on to finance the budget. A two legislative committees wrestled sunday with workers compensation proposals. Even if Mckernan signs the budget allowing More than 10,000 state employees to return to work it would expire wednesday unless a Compromise is reached on workers compensation. The governor has demanded reforms in Maine a mandatory insurance system to cover on the Job injuries that would reduce business costs put at $400 million to $500 million by about one third. In Pennsylvania budget negotiators returned to the table sunday after a three Day Holiday break. Last week the Republican controlled Senate passed two temporary spending plans to keep the state running for another month. But gov. Robert p. Casey a Democrat said he would veto the Stop Gap measure if it made its Way to his desk. In Illinois state services have been unaffected by budget negotiations that stalled saturday when democrats rejected a Republican Compromise proposal aimed at easing a budget Gap. Gov. Jim Edgar a Republican has threatened to shut Down some state services if the problem Isnit solved but has not set a deadline. Talks continued sunday California lawmakers took a break for the Holiday weekend before facing the impasse that has grounded their $55 billion budget. Gov. Pete Wilson gave the legislature an extra 12 Days to resolve the final $2.5 billion portion of the Complex Deal. Negotiations were planned for today. In North Carolina lawmakers adjourned budget negotiations for the weekend. House and Senate negotiators plan to focus on education spending when they resume talks today
