Republicans expressed Confidence that Bush would veto the legislation if it reached his desk and that the veto would be upheld. The Bill is aimed at voiding rules issued by the department of health and human services in 1988 that forbid federally assisted clinics from offering advice on abortion even if a woman requests such information. Lawsuits against the regulations were filed immediately and the rules were not carried out. But on May 23, the supreme court upheld the counselling ban on a 5-4 vote. The Senate vote to void the rules was the latest in a string of victories in Congress for abortion rights advocates. The House and Senate have approved several other provisions that would expand a woman a Access to abortion although none of the measures has yet reached the presidents desk.
