But officials Are optimistic that the current hiring freeze of appropriated fund civilians will accomplish that goal. As of july 1,048,155 civilians were working full time and part time for the defense department a civilian personnel policy spokesman said. That figure does not include workers with the army corps of engineers or schoolteachers who were on summer recess. But it does include foreign nationals and a Large number of summer hires said the spokesman who requested anonymity. That figure is also below the goal for the end of the current fiscal year which is 1,051,720. The fiscal year ends sept. 30. Originally scheduled to last until sept. 30, 1990, the freeze has been extended three times and now is scheduled to expire sept. 30. Overall officials seem pleased with the Way the 19-month-old hiring freeze is working. One Pentagon source said the freeze Nas worked much better than officials had anticipated. But Pentagon civilian personnel policy officials Are now studying what changes if any to recommend in the freeze for the upcoming fiscal year which begins oct. 1. Exemptions to the freeze include those civilian employees hired for jobs in saudi Arabia overseas schoolteachers and commissary workers As Well As Mission essential employees in jobs related to health safety or Security. Internal transfers Are also allowed. Additionally civilians May be hired to fill positions that Are essential to implement the july 1989 defense management report which consolidates or reorganizes various agencies to reduce spending and increase efficiency. Also exempt Are positions participating in the Bush administrations National drug control strategy. Other proposals included soccer and basketball games cultural awareness training in schools for youths and parents music workshops for local Talent and jail Tours for first time violence related offenders. No future meeting has been set but Pitts said a the next critical thing that has to happen is for the groups to respond to the
