The plan does not have the full support of the White House. A new unemployment benefits Bill winding through Congress retains a provision from a previous Bill vetoed by president Bush that would increase the amount of benefits available to separating service members. At a news conference Friday Bush said he would accept the a pay As you go Bill to extend unemployment benefits. Bush has twice blocked democratic attempts to extend benefits. But an administration policy statement on the Bill says Bush does not support additional benefits for those who voluntarily leave the service because it would provide More generous benefits to service members than to civilians. The House ways and Means committee approved the new $5.3 billion Bill oct. 22 by a vote of 22-14. The measure probably will go to the full House next week and then move to the Senate. Service members currently can get up to 13 weeks of unemployment benefits whether they leave the military voluntarily or Are forced out. Civilian workers can get up to 26 weeks of benefits but Are usually ineligible unless they Are fired or Laid off. The Issue of unemployment benefits for service members who leave the military is a minor aspect of the Bill which seeks to help the More than 2.4 million unemployed americans whose benefits have run out this year As the recession has dragged on. But the Issue is a major concern for the defense department which is faced with trimming tens of thousands of personnel Over the next few years. Pentagon officials who spoke on condition of anonymity said they fear that unless the provision is maintained some service members who might otherwise leave on their own will seek to stay in the military rather than face a sluggish Job Market with Little or no unemployment safety net. The House armed services committee has made the Pentagon a concerns known to the ways and Means committee. A we want to lift the 13-week limit for military personnel but otherwise keep the status Quot and allow those who leave the service voluntarily to continue to be eligible for benefits said an armed services committee think the ways and Means committee is sensitive to the military a concerns on that the new Bill would provide seven or 13 weeks of benefits beyond the current civilian Standard of 26 weeks depending on a states unemployment rate. Twenty states the District of Columbia and puerto Rico would qualify for the 13-week Extension while All other states would get the seven week Extension.
