Bush was asked to comment on a report that Gen. Colin Powell chairman of the joint chiefs of staff had told members of Congress that he would reluctantly accept a b-2 Fleet of As few As 30 planes. The b-2, in development since 1981, is designed As a Long Range heavy bomber capable of penetrating sophisticated air defences to drop either nuclear or conventional bombs. In the House Senate negotiations the House last week offered to drop its attempts to kill the b-2 program.
