Proponents of other tax proposals advanced recently Are aiming for action Early next year. Rostenkowski a proposal would create an income tax credit equal to 20 percent of the social Security and medicare taxes that a worker paid. The maximum credit would be $200 for a single taxpayer and $400 for a working couple. About 16 million workers with Little or no tax liability would be eligible for smaller credits but Rostenkowski a plan focuses on individuals and families with incomes of Between $20,000 and $75,000 a year. The tax cuts would last for two years. They would be paid for Over five years by two provisions that Rostenkowski a legislation would make permanent a 10 percent surcharge on taxable incomes above $1 million and a higher tax bracket 35 percent on incomes above $85,000 for individuals and $145,000 for couples. House democrats promoted Rostenkowski a plan As a Way of improving the fairness of the Federal tax system while leaving two things untouched last years White House congressional agreement intended to restrict budget deficits and the social Security reserves that will be needed when the baby Boom generation starts retiring Early in the next Century. The new element would give Bush the option among three possibilities on financing the five year $5.4 billion measure. One option would allow Bush to declare an emergency thereby freeing the situation from the budget agreement. A second option would offset the additional spending through $2 billion in delinquent student loan collections $900 million from an Extension in the unemployment tax paid by employers and $2.45 billion from faster collection of estimated taxes. The third option would use the $2 billion in delinquent student loan collections and $3.6 billion from a modified spending freeze in foreign Aid. Mitchell said Israel and Egypt would be exempt from the freeze.
