The official refused to give any proposed figures for troop reductions which will apply to an area ranging from the Atlantic Ocean to the ural mountains deep in the soviet Union. The Caps Are Likely to be politically rather than legally binding partly because of the difficulty of closely monitoring compliance. The negotiations Are to be completed by a meeting in late March of the conference on Security and cooperation in Europe which draws together the United states and Canada with 36 european nations. After that arms control bargaining will be conducted among All 38 Csc nations. Western and Eastern nations have already begun reducing their soldiers in Europe in response to the disappearance of a military threat from the soviet Union. The United states has announced plans to slash its forces to about 150,000 soldiers by the mid-1990s, which is half the level of recent years. Germany has promised to Cap its troops at 370,000 by the Middle of the decade. Before East and West Germany unified the combined forces of the two nations numbered 670,000. The soviet Union too has pledged Sharp troop cuts. The opening of the manpower negotiations was delayed because of a dispute Over soviet compliance with the conventional forces in Europe Accord. Western officials contended the Kremlin moved thousands of tanks outside the treaty area and exempted other units from the official count. The dispute was resolved last june and initial proposals to Cut troop Levels were put on the bargaining table in july. Nations that have ratified the conventional arms treaty so far arc Belgium the Netherlands Canada Czechoslovakia and Germany officials said. In Washington on tuesday the Senate foreign relations committee voted unanimously to approve the cafe Accord. The full Senate is expected to ratify the treaty before adjourning for the year next week.
