For several years Federal employees hammered Congress to relax rules so they could retire Early. Now fears about the Economy and the shrinking private Job Market have made Early retirement unthinkable for most workers. Such Lack of interest could Hurt younger workers next year As agencies a led by the defense department which has 40 percent of the Federal civilian work Force a decrease the number of their employees using last hired first fired rules. Ten percent of the 377,607 Federal civilian employees in Washington work for the Navy which is shrinking. Most of its cuts so far have been mostly in shipyards.
