For several years Federal employees hammered Congress to relax rules so they could retire Early. Now fears about the Economy and the shrinking private Job Market have made Early retirement unthinkable for most workers. Such Lade of interest could Hurt younger workers next year As agencies a led by the defense department which has 40 percent of the Federal civilian work Force a decrease the number of their employees using last hired first fired rules. Ten percent of the 377,607 Federal civilian employees in Washington work for the Navy which is shrinking. Most of its cuts so far have been mostly in shipyards. Earlier this year the Navy offered Early outs to 1,100 eligible workers at Pearl Harbor Hawaii. Those who were eligible for the Early retirement had to be at least so years old with 20 years of service or could be any age with 25 years of service. Only 78 took it. At the Charleston w.va., shipyard Only 12 of 1,000 took Early outs. At Mare Island in California Only 14 of 1,996 took it. Because of the poor response All the shipyards expect a new round of layoffs next year. Lack of interest in Early retirement could mean Job Security problems for new civil servants if the army Navy and air Force which have 89,000 civilians in Washington chop Headquarters operations in 1992. The equal employment Opportunity commission is offering Early outs to employees in Washington and Baltimore. Nearly 90 Are eligible in Washington but Only eight Are expected to take it.
