The records of 12,370 felons studied in those jurisdictions was intended to be a representative sampling of the 79,043 felons placed on probation in 1986. Comparisons with earlier periods were not possible because the study did not offer any historical data on the recidivism rate of people placed on probation. The Justice department said it was the first Survey it had conducted to gauge the crime committed by people on probation. But the recidivism rate for this group of probationers appeared to be significantly lower than among a group of convicts released from prison that the Justice department had previously studied. That study published in 1989, found a 63 percent re arrest rate among convicts released in 1983 from prisons in 11 states. In the current study 12 percent of the defendants were placed on probation for a violent offence including murder robbery and assault and 34 percent for property crimes such As burglary or fraud.
