E using military training assets that Are no longer needed As a result of the draw Down to provide training to troops and civilians who need new skills to move into the private sector. A making anyone who leaves the military Short of retirement eligible for Montgomery i Bill educational benefits of up to $10,800 in return for a contribution of $1,200. Currently the Montgomery i Bill is available Only to new recruits. The idea of allowing military personnel to retire at 15 years has been floated for some time by sen. John Glenn a Ohio chairman of the Senate armed services manpower subcommittee. But while Glenn has said such a move might be necessary if defense spending is Cut More than the $50 billion reduction Over five years As proposed by president Bush Nunn said his plan is crucial even if no further budget cuts Are made. Nunn said 1 million service members and defense department civilians will leave their jobs by 1996 and an additional 800.000 jobs in defense related industries will vanish by then. In contrast he said there has been a net increase of Only 20.000 jobs in the entire . Economy Over the past three years. A it is a real irony that the Victory of the United states and our allies in the cold War Means the loss of 2 million defense related jobs,1 Nunn said. A these people Are not losing jobs because they failed a they re losing jobs because they won a he said. A we owe them an Opportunity to use the skills that helped win the cold War to address some of our pressing Public and private sector the Pentagon opposes tampering with the retirement system. Pentagon manpower chief Christopher Jehn has said such a move would complicate efforts to pare the Force through separation bonuses and would have Little effect on current draw Down plans. Air National guard it. Col. Doug Hart a Pentagon spokesman declined to comment directly on Nunn s proposal because defense department officials have not had a Chance to study it. But a personnel official who spoke on condition of anonymity said there is not much enthusiasm in the Pentagon for changing the retirement system at the moment. A maybe if we run into problems achieving our draw Down goals we might want to look into it a the official said. A but the draw Down tools we re using like the voluntary separation pay plans Are Brand new. We should see How Well they work before we go to some major new yet Nunn argued that the voluntary separation incentives Are aimed at mid career personnel those with Between six and 15 years of service which would leave the military top heavy with senior officers and cos at the end of the draw Down. A the services Are reluctant to separate people with 15 to 20 years of service because these people Are so close to the 20-year retirement Point a Nunn said. A however the 225,000 people in this category represent 12 percent of the Active Force a he said. A unless some reductions Are made in this group the services will be left with an unbalanced Force with too Many senior officers and Nunn proposes to offer Early retirement Only for the duration of the draw Down scheduled to be completed by the end of fiscal 1995, and Only to service members in overstaffed skills. The retirement formula would be 2.5 percent for each year of service multiplied by Basic pay. For example an e-7 with 16 years of service making $1,950.60 per month would receive 40 percent of that each month a about $780 a in retirement pay. To steer departing service members toward critical civilian jobs in education Law enforcement health care and other Fields Nunn wants to offer a one time recalculation in retired pay at age 62. Under that provision service members who leave the military with Between 15 and 20 years of service and go into an approved private sector Field of employment would get credit for one year of military service for each year they spend in that Job up to a maximum of five years for retirement pay purposes. At age 62, they would get a one time recalculation in their retirement pay to reflect the amount of time they spent in that civilian Job. For example if the e-7 with 16 years of service spent four years in an approved civilian Job at age 62 his or her retirement pay would Rise from 40 percent of Basic pay to 50 percent the level it would have been after 20 years in the military. Nunns proposal to alter the Montgomery i Bill program is meant to give All military personnel particularly those whose jobs do not readily Transfer to the private sector an Opportunity to learn a new skill while staying on Active duty for up to one year. Those personnel would be placed on a educational leave while continuing to draw military pay and allowances. Upon separation they would have to serve four months in the reserves for each month of training for a maximum of four years of service in the from Page 1 tuesday that his lifting of Price controls last month has proved to be an a extremely painful first step toward a Market Economy.
