The action that could make More than $8 billion available for new Loans. The fed said it was making the change the first time it has altered its Reserve requirements in 12 years in an Effort to put Banks in a better position to make Loans by reducing How much Money financial institutions Are required to hold out As reserves against bad Loans. The fed said it was cutting the required reserves from 12 percent to 10 percent on april 2. That Means that instead of keeping $12 of every $100 in customer deposits in non interest bearing accounts at the fed or in a vault Banks and savings and Loans will be required to hold Only $10 out of every $100 As reserves. That would make an extra $2 out of every $100 in deposits available for Loans. The Central Bank estimated that had the reduced requirement been in effect last year it would have made an additional $8 billion available for Loans by cutting required reserves from $50 billion to $42 billion. Analysts generally applauded the action saying that making More Money available for Loans should lower interest rates. The american Bankers association praised the action saying it meant that a the Federal Reserve is using the entire Arsenal of tools at its disposal to fight the economic recession. These actions result in an increase in the nations Money Supply and a lowering of interest rates so that Money can be made available and affordable to Consumers Small businesses and other borrow ers. Bank said the feds action was Good because a it frees up a modest amount of Money which we can put to  some economists speculated that the fed s action would shave at least a Quarter Point More off the Federal funds rate now 4 percent. That is the rate Banks charge each other for overnight Loans. Analysts said that providing More Money for financial institutions to earn interest on should bolster the institutions profit margins which would also be Good for the Economy Given the record number of Bank and savings and loan failures in recent years. The fed has lowered the funds rate by pumping More of its own reserves into the system 14 times since the recession began in july 1990. Federal Reserve chairman Alan Greenspan is scheduled to testify before Congress today about the feds conduct of monetary policy during the recession. He is expected to face accusations that the Central Bank has been too slow and timid in cutting interest rates and has made the recession longer and More severe than it would have been otherwise.
