The research project known As the superconducting super Collider had been included in a $21.8 billion spending Bill that provides Money for the Energy department and for an assortment of waterway Protection projects. An amendment that called for shutting Down the project leaving Only Watkins $34 million to phase out activities was approved 232-181. It was a stunning defeat for supporters of the project who had expected that the $483.7 million contained in the Bill for the Collider would be approved. Energy Secretary James d. Watkins said in a statement he was a deeply disappointed by the House action. It does not demonstrate Good stewardship of our nation s scientific and technology research base that the Public has entrusted to the  the research facility would consist of a 54-mile Oval Tunnel in which subatomic particles would be accelerated to nearly the Speed of Light and smashed together. Plans envision More than 2,500 of the worlds scientists eventually using the facility in the search of Basic clues about the fundamental Structure of matter. The Overall legislation which also would provide for a Sharp increase in spending for environmental cleanup at the governments nuclear weapons plants later was approved by a vote of 365-51. The Senate has yet to consider the measure and could restore spending for the super Collider. The Issue would then have to be resolved Between the House and Senate. President Bush has wanted the Collider project to continue at Levels higher than even considered by the House. But too Many House members considered it an unnecessary Drain on the Federal budget. Just less than $1 billion in Federal Money has already been spent on the project and Texas has pumped in $200 million in state funds. Construction on the project near Waxahachie Texas began in 1989.
