District judge Charles Schwartz said in a 42-Page ruling. Southern and Grambling state universities objected vehemently to the plan to merge the systems after the judge imposed a nearly identical order in 1989. The two historically Black schools said they need to remain separate to nurture Black students but need extra Money to recover from generations of discrimination. The judge said the Law schools of Southern and Louisiana state can remain separate. He complimented the work done to attract Whites to Southern s Law school and Blacks to Louisiana state s. But he said leu needs to do much More. The ruling was accompanied by a 21 Page order that set deadlines for each step of the process including 60 Days to disband and consolidate Louisiana s four higher education boards into one  Schwartz did not close any colleges but reimposed an order making Louisiana state University the state s flagship University. It also sets up a Community College system of two year schools. Schwartz also ordered an end to Louisiana a tradition of letting anyone with a High school diploma get into College.
