Scary question of who pays hangs Over future benefits by John Cunniff the associated press new York a there May come a time when Many of the popular expectations of americans a benefits thought of As inherent to their Way of life a exceed the country a capacity for fulfilment. There Are enough hints already but the realization probably Hasni to sunk very deeply into the mass psyche of a people trained to believe that failure is temporary and Long term Success almost a Given. But there Are indications even now that some of these expectations May have to be lowered perhaps drastically and that the lowered expectations May have a profound affect on attitudes. For one thing it is Likely to be extremely frustrating for a can do people to face a can to do situation and realize that there is no Way out. It does no to necessarily mean defeat but it could mean Radical adjustments in thinking. Such As in the belief that retirement benefits Are assured. Today they Are being Cut even while retirement in the future is Likely to be an even More expensive experience. The retirement Span is growing. Industry is attempting to Cut Back on contributions. Health care costs Are rising. A Long life is an expensive life say employee Benefit consultants noting that at the end of 20 years 4 percent inflation will have lowered the buying Power of an annual $25,000 pension to $11,400. Society is also testing the ingrained belief that those who need medical care should receive it As a right. Nobody has yet developed a technique for delivering that a a rights at a Price affordable to society. Instead As science and technology push the limits of what is medically possible costs grow unchecked. Industry seeks to control costs by shifting them to employees. But the same costs apply to the jobless. Who pays for them Good health care is Only one of Many so called entitlements. Food clothing and shelter Are requirements of everyone but the number of people unable or unwilling to provide for themselves grows rather than diminishes. Who pays in recent years 40 percent of Federal outlays have been in the form of Transfer payments or entitlements such As Unema to pay $136 million for 36 Trainer air planes Lexington mass. Up the . Washington already owes More than $4 trillion and budget deficits now add hundreds of billions of dollars to it each year despite warnings and resolutions. Everyone it seems wants to Cut the deficit. It grows instead. The challenges to High expectations Arentt solely in social medical and government services. Already people have been forced to live within stricter environmental rules. The list of a a can to dose grows steadily affecting thousands of producers their employees and their customers. In housing for example. Inconceivable As it might seem in a nation with so much space it is Ever More difficult to find a spot on which to build a House. A finished lot now accounts for 22 percent of the Cost double the percentage of 40 years ago. Such difficulties constantly Challenge expectations and Force them into Retreat until remedies and answers Are found.
