The Runoff came three weeks after a 12-Way, nonpartisan election in which Campbell fell fewer than 1,000 votes Short of the majority needed to win. The 40-year-old Campbell is Little known outside Atlanta. His election comes after two decades in which City politics was dominated by men with National reputations mayor Maynard Jackson who is retiring and civil rights Leader and former congressman Andrew Young. Last year a jury awarded her $100,000 in compensatory damages and the trial judge ordered the state to reinstate Cook who is now working As a $12-an-hour attendant at a group Home run by the state. But the Rhode Island department of mental health retardation and hospitals appealed arguing that obesity should Dot be covered by the Law because it was caused by voluntary conduct and was not immutable.
