Nearly All of that addition to the deficit would come from the last provision added to the measures a system of Federal subsidies to help pay the health premiums of Early retirees aged 55 to 64. But sources familiar with the matter said it is Likely democratic leaders will make Small changes in the Bill to elixir Nate any Impact on the deficit thus making the measure a budget Neutral before it goes to the floor. The staff analysis indicates that the Impact on the budget deficit would be even More than $20.8 billion unless some anticipated technical changes Are made. The principal one is changing the language relating to $140 billion allocated Over 10 years to the veterans health system and Indian health service. The change would clarify that the Money would not legally be an entitlement automatically payable by the Treasury but an authorization to be appropriated by Congress. As an entitlement the Money would be scored against the Bill under the arcane House budget rules increasing the deficit by $140 billion. A House aide said the Money will be spent in any event but will be scored against the Bill Only if legally counted As an entitlement. Gephardt could not be reached for comment. Rep.
