Gregory Nokes Washington a when Treasury Secretary George p. Shultz disclosed Strong objections to gasoline rationing he also exposed some of the administration infighting and Power struggles Over Energy policy. He said some people were overreacting to the Energy crisis and that if americans acted intelligently they could avoid Gaso line rationing. Treasury sources said Shultz is concerned that some administration officials Are making the shortage seem More Seri Ous than it is and Are getting carried away with the idea of gasoline rationing without giving adequate consideration to alternatives. But his statement conflicted with those of Interior Secretary Rogers . Morton and White House Energy adviser John love who were saying that rationing is about a certainty by the beginning of 1974. His statement came As a real sur prise said one Treasury source. That alone will put rationing Back until Spring at the earliest if it is needed at  there has been considerable struggling within the administration Over who is going to run the Energy program and How. Of Aerial team cancels flights in fuel shortage Washington a the air Force has cancelled remaining 1973 flights of its Jet acrobatic team the thunderbird the air Force said Friday. A spokesman said five demonstrations planned for this month at air Force and Navy bases in Florida and California will not be held because of the fuel shortage. There might also be provision for exemptions or tax refunds for persons for whom gasoline is essential in their work such As taxi Drivers. Treasury economists also Are stud Ying various rationing proposals As Are analysts from other agencies but none of these plans has reached the upper echelons of the administration where the Deci Sions will be made. The Treasury department recommended a 10-cent-a-gallon tax increase on Gaso line last summer but it was rejected by the White House. Simon s office also pushed hard for a mandatory allocation not seeking office Republican National chairman George Bush announced that he has decided to stay in his Job rather than run for Gover nor of Texas in 1974. He said his decisions final. Buzhardt lobbying claimed Washington a the Washington Post reported Friday that a White House lawyer attempted to discourage possible indictment of three former presidential aides on the ground that prosecution would jeopardize National Security. The Post said White House special coun Sel j. Fred Buzhardt lobbied heavily Over the summer and Early fall with former atty. Gen. Elliot l. Richardson and for Mer watergate special prosecutor Archi Bald Cox. Rhodesia reports 10 new cholera cases Salisbury up ten new cholera cases have been reported in Rhodesia s northeastern Border area with Mozambique a government statement said. Morton is regarded by these same sources As a newcomer to the problem who is seeking to administer the program. But the same criticism has been level Dat Simon. If there is gasoline rationing a Large new bureaucracy would be needed and someone to run it and this logically would fall under the Interior department s new office of Petroleum allocation already set up to administer the mandatory allocation programs for heating Oil Jet fuel and Kero Sene. But if the administration opts for a higher gasoline tax and can get Congress to go along the Treasury department would handle that since it already collects a four cent a gallon gasoline tax. Morton has defenders who say he is not late to the Energy crisis at All but has Long been working to consolidate the disparate responsibilities for Energy problems now spread Over dozens of agencies. Sources close to Simon say he turned Down a Chance to head the White House Energy policy office even though he had served since february As head of the Oil policy committee a lesser Post. After love was named Simon report edly wished to give up the policy commit tee position but that did t come about until his office issued a news release on oct. 15 with recommendations on ways americans could conserve Energy. The implication was that the United states by following a rigid conservation program could temporarily do without imports of Arab Oil. But the action was seen by love s office As undercutting love s own programs. 10th anniversary of death Nixon asks remembrance of Juk on thanksgiving from press dispatches Washington president Nixon Fri Day proclaimed thanksgiving Day this year As a Day of prayer in memory of pres ident John f. Kennedy. The Holiday Falls on the 10th anniversary of Kennedy s assassination. Nixon who was Defeated for the presi Dency by Kennedy in i960, advocated the remembrance in his official annual thanksgiving proclamation. The text of the proclamation in the first thanksgiving Man affirmed his determination to live in god s Grace and to act in god s will on the shores of a new land of Promise. In this thanksgiving season we reaffirm that determination. Time has not dimmed nor Circum stance diminished the need for god s hand in All that America May justly Endeavor. In times of trial and of Triumph that single truth reasserts itself and a people who have never bowed before men go gladly to their Knees in submission to divine Power and in thanks for divine sustenance. On this thanksgiving Day we Mark the 10th anniversary of the tragic death of president John f. Kennedy. As we give thanks for the Bounty and goodness of our land therefore let us also pause to reflect on president Kennedy s contributions to the life of this nation we love so dearly. Those who celebrated the first thanks giving had endured hardship and loss but they kept alive their Hope and their Faith. Throughout our history each generation has endured hardship and loss but our Faith and Trust in god s Providence has remained undiminished. At this first thanks giving in 12 years in which the United states will have been at peace we see that god s Grace also remains undiminished. For this we give thanks. Now therefore i Richard Nixon president of the United states of America in accordance with the wish of the con Gress As expressed in Section 6103 of title 5 of the United states code do hereby pro claim thursday nov. 22, 1973, As a Day of National thanksgiving and concurrently a Day of prayer for the memory of John f. Kennedy. Let All americans unite on this Day giving thanks for the manifold bless Ings vouchsafed our people and inviting All of those less fortunate than ourselves to share in those blessings in god s name for his Sake and for our own. A gov. Philip Noel did t like this year s winning essay in the thanksgiving Day Competition. So he intends to ignore a 25-year-old tradition and write his own proclamation. Michael Stanton the governor s press Secretary said Noel does not agree with a 17-year-old girl s Contention that thanks giving is a farce Little More than an out dated tradition no one has yet found the time to  the author of the essay Mary Moran also wrote that most persons Are not thankful because they Are unhappy or unsatisfied. It is time to admit that War crime and injustice exist and at the same time learn to live fully in spite of the fact that they do exist she said. Mankind must relearn the Art of thankfulness . Miss Moran is described by her High school principal As a very quiet Chris Tian girl who just won a $3,200 Colleg scholarship. She just wrote from the heart said sister Mary Jane co principal of Prout me Morial High school. Although the governor still plans to recognize miss Moran As the Winner of the state contest sister Mary Jane said the girl would not accept the award. She had a message to be heard and now that won t be done the principal said.
