Henry Jackson d-wash., Drew  a Compromise natural Gas pricing proposal Friday that he hoped would end the Senate s growing impasse and help shut off a filibuster. But filibusters blocked Jackson s at tempt to put the Compromise before the Senate. That sent him and his staff into further lobbying with Senate colleagues to get support. In effect Jackson s plan would allow a much higher initial Gas Price than presi Dent Carter s plan but not As High As full deregulation of newly produced Gas. The filibuster it was meant to end was led by Sens. Howard Metzenbaum a Ohio and James Abourezk . They hit on a relatively rare technique Friday forcing an amendment to be split into Many parts with a lengthy Roll Call vote on each part. The Senate had taken the first of 20 votes on such a split on an amendment by sen. George Mcgovern ., when Jackson asked for permission to propose his Compromise. Abourezk objected and the Senate went on to the second of the 20votes. Abourezk and Metzenbaum told report ers they have one luxury that keeps them from pressure to Compromise they do not care if the Carter Bill passes or fails no matter How it is compromised with Pha scouts of  would be satisfied if the Bill went no where Abourezk said. Natural Gas is held under a Federal Ceil ing of approximately $1.45 per thousand cubic feet. Carter wants it raised to approximately $1.75, but wants the ceiling extended to sales that Are not now con trolled sales of Gas in the same state where the Gas is produced. The Senate refused thursday by 52 to 46, to kill a phaseout plan by Sens. Lloyd Bentsen d.-tex., and James Pearson r. Kan. Their proposal was to remove controls immediately from new Gas from on Shore Wells and free offshore Gas in five years. The test vote merely left the deregulation plan alive but was a signal to the White House and to Jackson that a Compromise was needed. Jackson s plan was to allow an initial Price of approximately $2.03 for new Gas letting it increase gradually each year through 1985. Metzenbaum said Carter s original plan at $1.75 was too generous and would Nur the poor and the Economy generally
