Cleland admitted the a system has problems but said the need for specialized care for veterans dictates a separate health care system the a s Point by Point response to the Nas study was sent to the Senate and House veterans affairs committees 90 Days after release of the study in june As required by Law. Cleland said the a fully concurs with 13 of the study s 37 major recommendations partially agreed with 10 and disagreed with the rest. A major disagreement was with the study s recommendation that the a s plans to build eight new hospitals be reassessed. The study said that there Are Indi cations some of the facilities May be underused and existing Community instal lations might be adequate to serve Veter ans. The study said new or replacement hospitals should not be built without the approval of health planning agencies in communities in which they Are to be located. The report said a planning should be tied to Community needs and not necessarily National goals. Cleland said there already has been Ade quate review of the plan to build the Hospi tals which he estimated would Cost $825 million. Coordination with local health care planners was in effect when the eight hospitals were planned he said. But in cases where local health planners disagreed with the a i think the a has the ultimate right to the a hit hardest at suggestions that its Hospital system might be outdated and too costly for the benefits it provides.
