Say Only Plo can speak for them palestinians reject Carter plan  Beirut Lebanon a Yasir Ara fat s Palestine liberation organization Plo Friday challenged president Carter s right to decide on palestinian representation at any future Middle East peace conference. It rejected Carter s suggestion that mayors or other officials not members of the Plo could represent the palestinians at such a conference and said Only the Plo could speak for them. President Carter has no right to appoint officials or representatives of the palestinian people the Plo said com menting on statements made by Carter at a news conference thursday. The american president said there could be no Middle East peace settlement with out adequate palestinian representation but added that he had taken no position on whether the Plo should take part in peace talks. He said he did not regard the Plo As the exclusive representatives of the  palestinian leaders in the israeli occupied West Bank of the Jordan River polled by the associated press backed the Plo position and confirmed they would attend the conference Only if requested to do so by the Plo. Mayor Fahad a Awasheh of Hebron said without the consent of the Plo i Don t think anyone would agree to attend the conference. Mohammed Milham mayor of Halh Oul said the West Bank mayors rep resent a great number of palestinian but politically the Plo Only is the representative to speak for  in its statement issued in Beirut the Plo also turned Down Carter s standing suggestion that it endorse United nations Security Council Resolution 242, which recognizes Israel s right to exist. The palestinian people cannot sign their suicide warrant for America s Sake the Plo  bad said he was willing to meet with and work with the Plo if it accepted the  Plo statement read by its official spokesman Mahmoud Labadi maintained that american recognition of Arafat s organization was an inescapable pre requisite for a durable peace. It added the palestinian people already have made their Choice through municipal elections in israeli occupied palestinian Terri tories and through numerous anti occupation demonstrations in these regions that lauded chairman Arafat As the Leader of the whole palestinian  Israel captured the West Bank from Jor Dan and Gaza from Egypt in the 1967 Middle East War. Less than half of the three million palestinians in the Middle East live on the West Bank and Gaza. The rest live mainly in Jordan Lebanon Syria and Oil Rich Arab countries of the persian Gulf. Palestinian refugee Camps in Lebanon and Syria form Arafat s major Power base and produce the bulk of his guerrillas.
