Say Only Plo can speak for them palestinians reject Carter plan  Beirut Lebanon a Yasir Ara fat s Palestine liberation organization Plo Friday challenged president Carter s right to decide on palestinian representation at any future Middle East peace conference. It rejected Carter s suggestion that mayors or other officials not members of the Plo could represent the palestinians at such a conference and said Only the Plo could speak for them. President Carter has no right to appoint officials or representatives of the palestinian people the Plo said com menting on statements made by Carter at a news conference thursday. The american president said there could be no Middle East peace settlement with out adequate palestinian representation but added that he had taken no position on whether the Plo should take part in peace talks. He said he did not regard the Plo As the exclusive representatives of the  palestinian leaders in the israeli occupied West Bank of the Jordan River polled by the associated press backed the Plo position and confirmed they would attend the conference Only if requested to do so by the Plo. Mayor Fahad a Awasheh of Hebron said without the consent of the Plo i Don t think anyone would agree to attend the conference.
