District of Columbia police said the six were arrested on charges of disturbing a religious gathering and the Church resumed its services. Carter told reporters at the White House later that the demonstrators Are All Fine people and he sympathized with their concerns. The disturbance occurred shortly before the Sermon was to begin at the first Baptist Church of Washington which Carter attends regularly. A Man in the mid-40s arose and began Reading a statement saying that christians cannot tolerate the Neutron bomb de signed to kill people within a Small area without causing widespread destruction to property. Usher grabs statement As the Man read a Church usher rushed to him grabbed the statement and placed his own hand Over the demonstrator s Mouth. As the protester was being pulled from a Pew a woman Rose in a different Section of the Church and continued the statement. The scene was repeated each time Ushers tried to quell the demonstrators. The president and first lady Rosalynn Carter sat stiffly and stared straight ahead from their sixth Row Pew never turning to look at the demonstrators. But later Carter who has not decided whether or not to deploy the Neutron bomb said they Are Fine Young people and i agree with their purpose to eliminate nuclear he said the secret service did t think i was in danger and neither did As the demonstrators were removed several of them sat Down at the front and Side exits to the Church and were taken away by police. One refused to walk and was carried. Richmond summarized the preliminary suggestions of a Federal task Force in an action memorandum to health education and welfare Secretary Joseph Califano a former smoker. Plan to Cut crime poll draws fire Washington a the Law enforcement assistance administration is coming under fire for proposing a $4.5 Mil lion cutback in one of its most popular projects collecting crime statistics through regular polls of about 65,000 american members of Congress and some Justice department officials Are opposed to any reduction in the project in which families Are asked whether they have been the victims of crimes such As burglary rape or census Bureau conducts the polling and Leaa periodically publishes the re sults. It has been an expensive project $53 million in five years but academic and government specialists in crime statistics say it is the most promising develop ment in the Effort to measure the nation s crime problem. But Leaa s budget has been Cut $250 million since 1975, and acting administrator James Gregg proposed saving $4.5 Mil lion by suspending the crime victim polling during the first nine months of next year. He said the nine month suspension also would give Agency officials time to Correct some problems in the poll taking methods. Gregg approved the plan aug. 1 without notifying House committees that Deal with legislation affecting the Agency. Nor did he consult with Justice department officials developing plans for a new Bureau of crime statistics which probably would take Over the victimization polls. Judiciary committee chairman Peter Rodino d-n.j., scolded the Agency for approving the action without telling him about it. Congress likes to be informed Rodino said sternly. I must say i think it s unfortunate that these decisions were taken without Gregg discussed the process in a recent interview after he testified before the House judiciary subcommittee on crime. Jerry was a Republican and he was associated with Nixon and anyone associated with Nixon was automatically a bad said Rosalynn Carter the current first lady is doing a very Good Job especially in View of the fact that she s had her hands full to a great extent with All that mrs. Ford 59, said she noted one strik ing difference Between herself and mrs. Carter when the women first met several years ago she signed her name mrs. Jimmy Carter whereas i always signed Betty Ford. Of course that was such a Well planned Campaign four years in the making and i m sure she used mrs. Jimmy Carter to promote her husband and 1 think that was wonderful. In the White House mrs. Ford said mrs. Carter is less outspoken than mrs. Ford was and she probably keeps her husband out of a lot of trouble which Idin
