European Stars and Stripes (Newspaper) - October 18, 1977, Darmstadt, Hesse Page 18 the stars and stripes tuesday october 18, 1977 new York not even the fanciest colleges employ some sort of quota system alien deciding who shall be admitted and who turned away. The admissions office usually recognizes for example that the College needs some heavily muscled Young men who can play football and a few extremely tall Young men who can play basketball. If the band s tuba player has just been graduated the admissions office will be Sensi Tive to the need for a replacement. If the Campus has become dense with Bookish drones the admissions people May sense a need to take on a Leavening detachment of not too Bookish hell raisers and if the student body is heavily populated with Eastern City youths the College May choose to take an infusion of youngsters from midwestern farms. It makes for Little boiling of the blood when an applicant with straight As in High school is passed Over for a promising fullback who will obviously have to Settle for the gentleman s c. At least nobody has yet gone to Law claiming he has been discriminated against because a College for which he was academically Quali fied rejected him in favor of a football player with lower grades. The Assumption at the admissions office is that the College is a Community with needs that cannot be met if membership is granted solely on grounds of academic performance. The health of the Community is assumed to re quire a human diversity which cannot be obtained if ability to obtain High grades is the Only requirement for membership. This is the principle underlying the controversial programs of affirmative action or reverse discrimination As they Are called by their detractors. As a healthy College Community requires diversity so does a healthy National Community. If Blacks Are excluded because every available opening has an applicant White with better grades the result is not diversity but an ailing Community divided by celebrated Bakke Case now before the supreme court poses an unfortunate attempt to Deal with this extremely Subtle Issue by using the Blunt instrument of Law. Bakke a White argues that he was the victim of unconstitutional racial discrimination when a Cali fornia medical school denied him admission because school policy reserved 16 places for Blacks without regard to the possibility that their academic records might be inferior to his. It is a delicate affair Only because of therace Issue. Had Bakke failed of admission to undergraduate school because the admission office chose to admit 16 academically inferior football players there would be very Little ado in the courts. The right of the College to look after its communal health by creating a diversified student body is generally presumed to transcend such injustice As May be done to the students who do not get in. The obligation of professional schools to look to the health of the National Community they serve is also acknowledged and indeed insisted upon by those who argue that the Best doctors Are most Likely to develop from the Best qualified applicants to medical schools. This View of course clashes Vith the proposition that the professional school s Obliga Tion to the health of the National Community extends to enlarging the diversity of people participating in it. In fact because of the highly limited number of places in medical schools and because of the generally Superior educational facilities available to Young Whites it tends to perpetuate Medicine As a segregated White profession. Most arguments on both sides of this Issue make the error of meeting the question head on. Proponents of greater diversity insist on the troublesome argument that Blacks Are entitled to preference in compensation for past discrimination at the hands of Whites an argument whose defect is that it assumes the in Nocent should suffer for the crimes of their fathers. Dancer puts on her act for jury beats lewd rap new York a a 27-year-old dancer arrested in a raid on a topless bottomless bar performed her act before a jury and con Vinced it of her innocence of obscenity and Public lewdness charges. Georgina Christ wearing a Leotard danced for 10 minutes before the three men and three women of the jury. She earlier had convinced her lawyer and criminal court judge Morton Tolleris to allow the dance to tape recorded decided to fight it she said. I be been dancing since i was five years old and i Don t think my body is those opposed to affirmative action con tend that it requires repugnant racial quotas of the very sort the civil rights movement fought for decades to destroy and so violates the dictum that the Constitution be color Blind. This is a persuasive Legal argument but it ignores the question whether the Constitution must be so color Blind that it cannot see racial inequities that erode the health of the , the administrators of affirmative action have endangered their own programs with an excessive Zeal for inflexible quotas. To fix constant percentages of disadvantaged Blacks which must be admitted Annu ally to say medical schools is to invite Legal disaster and even absurdities such As in a grotesque reversal of the old Dixie dispute whether a White toned Man with a Black great grandmother can qualify for medical school As a Black. The sensible course would seem to be abandonment of fixed enforceable quotas and substitution of admissions policies aimed at promoting racial diversity but adjustable from year to year at the discretion of the individual school much As undergraduate College admission policies fluctuate with respect to football players trumpeters and bookworms. Nobody will fault the argument that the country needs More Black doctors. Too narrow a View of the Constitution May keep us from getting them. It is up to the schools to show the ingenuity necessary to produce them without a Legal Shipwreck. ,., across 1 Start for son or Ade 4 Cape like vestment8 affectionate 12 past 13 macaws 14 Jai -15 Waterfall 17 Sharp 18 biblical mount 19 Swiss Canton 21 native of a suffix 22 respiratory passage 26 Sheen 29 Money of account 30 swedish Coin 31 Ireland 32 a lever 33 Cut of meat34 Blue Eagle org. 35 skill Ina Carton 36 declares for score 37 italian sausage 39 matched group 40 come i first 41 elicits 45 Gam or Moreno 48 launching device50 River in Germany 51 most of Devil 52 norwegian statesman 53 Bamboo Stem 54 French City avg. Our local paper the Claremont courier California carried a Good letter to the editor which is Worth sharing concerned to the editor i submit this letter because education is under fire these Days. I have a suggestion that might help. I propose that one week be set aside during which teachers would teach their routine classes and nothing extra be added. During that week there would be no class meetings no California achievement tests no yearbook and ring sales no senior pictures taken no Rock band assemblies no Field trips no school fair no play rehearsal no track meet no creative Art festival no Eye testing no Reading system group going to Spain no fire Drill no Pep rally no speaker from Africa no slide show Assembly no to skin test no open House visit ing no band practice no passes for students to stay and finish an Experiment wait for the Sweet Rolls to come out of the oven make up a test mop up spilled paint or clean the Ink off the printing press and no Early dismissal for part time jobs. This week should not contain memorial Day Good Friday Columbus Day Veteran s Day Martin Luther King Day George Washington s birthday labor Day the first Day it snows or the first Balmy Day in Spring. Should such a week be arranged it is possible that our students might be Able to do what they Are supposed to do in school. Learn something observer dear concerned Many a truth is spoken in jest and about two layers beneath the humor is something Worth thinking about. Thanks for sending on observer a letter. Dear Ann Landers i Hope you Aren t so fed up on the Issue of toilet tissue that you won t print just one More letter. The person who gave you the Needle said there was no right or wrong Way to set up the Roll. She signed herself paper i disagree with her. Just put a Roll out the Way paper crazy says it should go and leave a Normal two year old child alone in the bathroom for 60 seconds and you will see that the right Way is the Way you and the rest of the people in Iowa do it. Smart in Michigan dear smart thanks for the vote of Confidence. As i said before i had no idea so Many people had such Strong convictions about whether toilet paper should be dispensed so it Rolls Over the top and Down or under and close to the Wall. Apparently after 22 years of writing this column i m still learning plenty about human nature.
