New York times Silicon Valley is desperate. All along the 15 mile strip from san Jose to Palo Alto calif., where new electronics products Are devised expanding companies need More workers than they can find. And they Are resorting to exotic expedients to attract them. No precise figures exist for professional openings for engineers and programmers but Industry personnel managers indicate that they May be almost As numerous As those for nonprofessional. Hewlett Packard manufacturer of a Broad array of precision electronic instruments calculators and com Puter systems and one of the biggest companies in the Industry is looking for 1,000 employees in the Valley half of its needs nationwide. A comparatively Small company like Shugart associates a subsidiary of the Xerox corp., which employs As Many people in the Santa Clara Valley As Hewlett pack Ard needs wants to hire 95 people. A Standard practice at Many companies both Large and Small is to offer employees a Bonus for referring a technician Engineer or Programmer whom the company hires. I Tersil pays up to $500. The Fairchild camera and instrument corp., one of the Industry giants has a recruitment program with inducements that Start with a Coffee Mug or to shirt saying we started it  an employee who makes a successful referral can earn up to $250 in bonuses and get a Chance to take part in a monthly lottery. Accord ing to Velcamp his company has twice offered hiring bonuses of $300 to $350 for technicians known As aligners. Other companies indicate that further inducements for such nonprofessional employees Are on the Way. In recruiting professionals from outside the Valley the big stumbling Block is the High Cost of housing. It is almost impossible to move an Engineer Here from Texas ferry said.
