Rep. James m. Collins a Texas offered the anti using provision which carried on a 235-158 vote. Collins and his allies argued that school busing is too expensive for Many school districts wastes gasoline and diesel fuel and contributes to Whites moving away from Urban school districts. Rep. Peter Rodino d-n.j., and other opponents of the Collins provision said the ban would be ill advised and a setback in Federal efforts in support of racial desegregation in . Schools. Further Rodino said the anti using pro vision was unconstitutional. Application limited rep. Ronald Mottl. A Ohio a supporter of the Collins amendment said the provi Sion would not apply to school busing in Progress or busing plans already ordered by the courts. A similar funding ban has been added by the House to the Bill authorizing spending for programs of the department of health education and welfare. In the past there have been other such amendments tacked onto Bills but those amendments have al ways failed when the legislation reached the conference committee. Collins provision was added to the House Bill authorizing some $1.6 billion for Justice department operations next year. Neither Senate version of the Justice and hew Bills includes anti using provi Sions so the outcome is left to House sen ate conference committees which must reconcile differences in the Bills. After approving the anti using provi Sion the House suspended further work on the Justice department Bill in order to con Sider other legislation. Wii British naval commander Dies at 85 London a adm.
