The House version of the Bill would deny Federal funds for abortions under medicaid except where the life of the Mother would be endangered if the fetus were carried to  the Senate version would allow abortion funds in those cases also for rape and incest victims and also where deemed medically  later the Senate voted Down 66-19, a proposal by sen.
