He knew the shortstop from the time the boy was 10 years old. He urged that the left fielder be chose despite a bad Back. And now 43-year-old Epy Guerrero the Blue jays chief scout in the dominican Republic and once a minor league third baseman was watching Damaso Garcia. Tony Fernandez and George Bell help propel the Toronto Blue jays into a 2-0 Lead in the Ameri can league championship series. The dominican Republic the scout was saying feels a part of Toronto. Look at All the people who came up about 300 visitors from the Caribbean country were at Toronto s exhibition stadium wednesday when the Blue jays rallied for a 6-5 Victory in 10innings. It s the oldest Story in baseball a scout discover ing youngster who develops into a big leaguer. But it s a Story that Seldom occurs now. Ever since baseball instituted its draft of is. Prospects a scout can recommend a player but that player can t be signed unless drafted. Outside the United slates however a scout is still a scout As Guerrero is in the dominican Republic where baseball s draft does t apply. Of the three Blue Jay regulars from the dominican Republic Only their 27-year-old second base Man Garcia knew of Toronto As a youngster. As a soccer player who would compete in the pan am games he arrived in Toronto on a jetliner 11 years ago to go to nearby Oshawa for a tournament. The next year Guerrero took him aside after a soccer game. I had him run a 60-Yard dash i timed him in 6.5 seconds the scout recalled. I asked him to play catch Long distance he showed a Good Arm. But then i try to find a position for him. I decided on second at the time guar pro was scouting for the Yankees who signed Garcia and assigned him to Oneonta where his manager was Mike Ferraro later the Yan Kees third base coach and now the royals third base coach. In his first 13 games in the new York Penn league the 18-year-old second baseman made 15 or have Anderson rows mostly on hurried throws. Everything was the first Garcia said but Mike Ferraro worked with me. He told me to relax that the Boll is faster than the runner. 1 did t know that. 1 had never played organized baseball before Only in the 1978 and 1979 seasons Garcia joined the Yankees for a few games then he was traded to the Blue jays along with Chris Chambliss and Paul Mirabella in a Deal for Rick Ccrone Tom Underwood and Ted Wilborn. And in 1979, for delivery the next season. Guerrero signed Fernandez then 17 years old. From when i was 10, 1 would go to s clinics and shag 1 was always a shortstop Fernandez said. One Day Epy told me your father is blessed be cause when you grow up i will sign you but until then 1 had never heart of Toronto. My team was Cincinnati with Cesar Geronimo another Domin Guerrero remembered giving the Barefoot shortstop 15 pesos occasionally for shagging grounders at base Ball clinics. I gave him baseballs gloves and bats too the scout said. When he kept growing. I knew he was going to be a ballplayer. And whenever 1 had a tryout in maoris he was san Pedro de maoris. A dominican City of about 80,000, has produced More than a dozen major league players. As soon As boys can walk in maoris. They arc playing baseball Guerrero said. And they arc play ing 12 months a year. They just play play. Play. Either baseball or games with a rubber Ball and a stick. That is Why so Many Good ballplayers come from there. Damaso is from Mica bul most of the dominicans arc from Bell was originally signed by the Atlanta braves organization then played in the Philadelphia Phillies farm by slim before being benched by a bad Back. But in maoris one Day i saw a Puy hitting Home runs in batting practice Guerrero said. I asked Tomas Santana my Bird dog scout who is that Guy and he told me George Bell but he s Hurt the Phillies Don t think hell Ever play again i called Pat Gillick and told him that if the Phillies Don t protect George take him. Pat sent his assistant Al lamac Chia Down to look at George in a game. First time up George hit a Home late in 1980 the Blue jays drafted Bell off the Oklahoma City roster a Phillies farm. This season the 25-year-old left fielder hit 28 homers and drove in 95 runs after having hit 26 homers with 86 runs batted in a year ago. I never heard of Toronto the City until the Blue jays drafted me said Bell whose maternal great grandmother was English and whose parents arc from Nevis a British Island in the Caribbean. I knew about Lake Ontario because in school w. Learned of the great lakes but not Toronto Many people in Toronto of course had never heard of san Pedro do maoris until Guerrero began delivering his players. Another arrived this season Manny Lee a 20-year-old Utility infielder. And there is another player on the Guerrero Wras saying now with a smile. Remember this name Silva str Campusano. A Center fielder. He hit 21 Home runs in double a at Knoxville this year and he is Only 18 Yean old. In the dominican Republic people like to say that every 10 years god throws an Angel to the world.
