   European Stars And Stripes (Newspaper) - October 12, 1985, Darmstadt, Hesse                                Page 28 the stars and stripes saturday october 12, 1985 Senate approves $2 trillion plus debt ceiling Washington a ending eight Days of wrangling Over a balanced budget plan the Senate agreed thursday night to raise the National debt limit to More than $2 trillion. By 51-37, the Senate voted to increase the government s line of credit from $1.824 trillion to $2.078 trillion enough to meet the government s borrowing needs for the next year. The action came after the Senate completed a series of revisions to the balanced budget plan that was attached to the debt limit legislation on wednesday. The House in effect agreed to the debt limit increase when it passed a budget Blue print on aug. 1, but the addition of the budget plan in the Senate will require fur ther action. The Senate has been tied up since last week on the debt and budget issues which forced an extraordinary weekend session prompted hard feelings Between republicans and democrats and Between the re publican leadership and the Treasury department. Earlier thursday Senate majority Leader Robert Dole r-kan., angrily accused the Treasury department of undermining efforts to pass he balanced budget plan and displaying no guts with an emergency $5 billion auction that cased the govern ment s credit crisis. What they be done is give the House plenty of time to try and kill the package Dole said. The Senate went Back to work on Fine tuning the measure passed wednesday to set statutory limits on Federal deficits in order to achieve a balanced budget by fiscal year 1991. On thursday the Senate turned aside a series of democratic amendments aimed at forcing deficit reductions through cuts in spending for defense and social Security and through tax increases. Sen. Bill Bradley d-n.j., offered an amendment to raise $70 billion Over five years by increasing the Federal excise tax on gasoline and motor fuels from 9 cents a gallon to 18 cents. How serious can this body be about deficit reduction if one Day after voting for a balanced budget it then votes not to do any thing about social Security defense or revenues Bradley said. Bradley s gasoline tax amendment was tabled in effect killed on an 89-9 vote. The balanced budget plan has been attached to legislation raising the govern ment s borrowing authority the National debt limit to More than $2 trillion. The government has reached its borrowing Ceil ing of $1.824 trillion and Dole was using the threat of government checks bouncing to Spur action on the budget plan. However with no Cash on hand and con Gress delaying the borrowing authority in crease the Treasury department turned for the first time to the borrowing authority of the Federal financing Bank to cover a $5 billion auction of notes. The Bank was created in 1973 to manage the government s debt. Wednesday s auction has cased the government Back from the fiscal Brink at least into next week. Dole said the Treasury probably pulled the plug on us and said he would seek to prevent the Federal financing Bank from taking similar action in the future. House democratic leaders have indicated they favor letting the Federal financing Bank use up to the full Sis billion in Bor rowing authority the Agency has. The Treasury department effectively undermined the efforts we be been working on in the Senate the last several Days Dole said later on the Senate floor. Treasury department officials said that with Congress failure to pass a new debt ceiling the Bank was the Only alternative to prevent a government default. Under a default the Treasury would have notified the Federal Reserve its banker to Stop honouring government checks halting the payment of everything from monthly social Security checks to Mil lion Dollar reimbursements to defense con tractors.
