The Senate s 89-7 vote followed a 380-32 House override vote on nov. 12. The votes by both houses marked the fifth time since Reagan became president that Congress has overridden a presidential veto. When he vetoed the Bill earlier this month Reagan complained that the Bill was overloaded with objectionable provi Sions that seriously undermine and threaten the ability of Nih to manage itself.
