The Bill also requires the advisory Council on dependents education to move from the education department to the defense department and Calls for changes in the Way the Council is administered and its members arc selected. The authorization Bill settles the Long standing ques Tion of which Agency should be responsible for administering Dodds. The departments of education and de sense both advocated leaving the system in the defense department and transferring the Council. So did the overseas federation of teachers one of the two Large unions that represent Dodds teachers. Putting it under education would have meant adding one More layer of administration and Dodds schools have always been considered part of the defense family she said. Additionally the Council was costing education quite a bit of Money to critics of the Transfer have said the special nature of military service the role of families in Scricc members morale and the fact that military communities provide much of the school support Are reasons to leave the schools under the defense department. A Dodds spokeswoman said she had no comment on the Transfer of the Council to the defense department. The Only major player that had consistently sought he Transfer was the overseas education association the Union that represents about three fifths of Dodds teachers. Overseas education association leaders argued the Best Hope for Quality education in the schools was placing the schools under a department whose business is education. Ron Austin the Union s general counsel said overseas education association officials arc Content with the legislation because they had several provisions placed in he wording that Are favourable to the Union. It was a Compromise he said we got a number of concessions. We got language in the Bill mandating that the Secretary of defense consult with the Secretary of Edu cation on All policies and practices of the school system. We kept the education department on the advisory Council. We got a provision to allow one non voting sea representative at All local school advisory Council Icet Ings. And we can now appoint our own representatives to the main Council Austin said. That last one was very important to us because Well be bringing in our own Agenda. Now we can designate our own people not subject to anyone else s approval he Sard previously the overseas education association was required to submit a list of potential representatives to the Secretary of education who would make the final Selec Tion. The advisory Council was created in 1978 and placed under the defense department. In 1979, the legislation that created the department of education called for the schools to eventually be transferred to the department of education and inc advisory Council was placed under education. Changing the wording of who will be co chairmen from the assistant Secretary of defense for manpower Reserve affairs and logistics and the administrator of education for overseas dependents to the Secretary of defense and the Secretary of education or their respective Wiprud said even though the wording had changed the co chairmen slots would probably be filled by the same officials. Allowing professional employee organizations to designate their own representatives rather than having the Secretary of education appoint them from a list of names provided by the organizations. Reducing the minimum number of times the Council meets from at least four limes a year to at least two times a Stephens said Dodds is exceedingly pleased with the legislation. It is especially fitting that Dodds remain in the de sense department since the schools arc an integral part of the defense Community overseas and provide a retention incentive to career minded military personnel Stephens said. Before the authorization Bill was signed the Transfer of the school system from the defense department to the education department could have taken place any Lime after May 1, 1986.
