It. Scott e. Wilson a spokesman Tor the Navy military personnel come says the Navy is running an aggressive Campaign to catch up with its 4,680 deserters. The Campaign includes those who walked away from the military years ago and might think they arc safely hidden from their past. When a person deserts from the Navy he leaves a Job that somebody else has to do. That reduces read iness and combat the Navy traditionally has the highest desertion rate of the four military services and that s one of the reasons it has the most aggressive program to catch deserters Wil son said. The Navy s higher desertion rate he said is because of the Long absences from families that sea duty and Shore duty in Remote locations require of Navy personnel. Unlike other services which rely primarily on local police to catch up with deserters usually when investigating them for other offences the Navy since 1980 has been con ducting its own investigations to track them Down. The key to the Navy apprehension pro Gram Wilson said is nine Navy Absentee collection units assigned around the coun try. One of those units based in Newport r.i., earlier this month tracked Down a Man who had left the san Diego naval base 714 years ago. There is no statute of limitations on the crime of desertion. Wilson said the current number of deserters walking the streets is Down from 9,199 in 1980, and he said the falling Deser Tion rates have freed Navy investigators to concentrate on some of the older cases. Navy investigators Wilson said operate much like police or private investigators searching for a fugitive or a missing person. They comb Public records use social Security numbers Check out old High school yearbooks and talk with family members teachers and friends. The Only Way we will never find a Guy is if it is an unaccounted for death Wilson said. He said Navy desertion rates have dropped steadily since the service s worst year 1978, when the rate was 30.4 sailors per thousand. Last year he said the rate was i per thousand Down from 11.6 per thousand in 1984. The reasons Are increased leadership by senior Petty officers and officers Quality of life improvements for All people in the Navy better pay increased Navy aware Ness of family problems and reduced drug usage Wilson said. He said the Quality of people entering the Navy is better with nearly 90 percent of enlistees holding High school diplomas. Maj. Anthony Rothfork a spokesman for the Marine corps said his Branch which is part of the department of the Navy also aggressively investigates desertion cases saying this led to the arrests of 32 marines in december. He said the marines list 2,400 deserters. Dating from 1919 to the present. Maj. Phil Johnson an air Force spokes Man said his service relies almost completely on local and state police to catch deserters but speculated that Low desertion numbers might be the reason. Last year he said Only 156 people deserted from the air Force and a total of 136 were apprehended. Johnson said some of the people who were caught had deserted in earlier years. Elaine Henry a civilian spokeswoman for the army said the army works with local Law enforcement officers but does not have a special program. She said 4,357 people deserted last year in addition to 5,414 who were already on the dese lion Rolls. She said a total of 5,012 were taken into custody last year. We quite often have longtime deserters apprehended so we know the program works pretty Well she said. Henry said the army like the Navy has seen a Sharp drop in its desertion rate in the past five years or so a decline that she too attributed to a belter Quality of life in the military and higher Quality recruits.
